Get my selections here and zip them up in your PSP Selections folder.
The zip also includes the sheaf of oats and a bird. Unzip them to your PSP Image folder.

Start with a New Image, 250 x 250, transp, 16 mill.
New Layer. Call it Body. Selections, Load from disk, snowmanwbirds, body.sel.
Flood Fill with white color. Selections, Float. Effects, 3D, Cutout as below.

Deselect,

New Layer. Call it Buttons. Selections, Load from disk, snowmanwbirds, buttons.sel.
Set Tool Options, Match mode to None and you will fill all selections with just one click.

Flood Fill with black color. Deselect.

New Layer. Call it Waistcoat. Selections, Load from disk, snowmanwbirds, waistcoat.sel.
Flood Fill with color #0348BB. Selections, Float. Effects, 3D, Cutout as before,
but change color to #042658. Deselect.

New Layer. Call it Stick. Selections, Load from disk, snowmanwbirds, stick.sel.
Flood Fill with color #ADA683. Selections, Float. Effects, 3D, Cutout as below.

Deselect.

Get the sheaf you got in the zip. Copy and Paste it as a New Layer. Call it Sheaf.
Place it on top of the stick.

New Layer. Call it Hand. Selections, Load from disk, snowmanwbirds, hand.sel.
Flood Fill with white color. Selections, Float. Effects, 3D, Cutout as below.

Deselect.

New Layer. Call it Head. Selections, Load from disk, snowmanwbirds, head.sel.
Flood Fill with white color. Selections, Float. Effects, 3D, Cutout as before.

New Layer. Call it Eyes. Selections, Load from disk, snowmanwbirds, eyes.sel.
Flood Fill with black color. Deselect.

New Layer. Call it Nose. Selections, Load from disk, snowmanwbirds, nose.sel.
Flood Fill with color #FCA324. Selections, Float. Effects, 3D, Cutout as below.

 Deselect. Airbrush 1. Color #DC7E18. Make some lines on the nose, like this.

This is what you will have now.

New Layer. Call it Cap-part1. Selections, Load from disk, snowmanwbirds, cap-part1.sel.
Flood Fill with color #A70505. Selections, Float. Effects, 3D, Cutout as below.

Deselect.

New Layer. Call it Cap-part2. Selections, Load from disk, snowmanwbirds, cap-part2.sel.
Flood Fill with color #CC2802. Selections, Float. Effects, 3D, Cutout as below.

Deselect.

New Layer. Call it Bell. Selections, Load from disk, snowmanwbirds, bell.sel.
Flood Fill with color #AD891B. Keep it selected. New Layer. Airbrush1,
color  #494019. Paint some like this. Zoom the picture
to see better what you are painting.

Change color to #FCFDA0 and paint like this.

Deselect.

New Layer. Call it Slots. Selections, Load from disk, snowmanwbirds, slots.sel.
Flood Fill with color #543F00.

Deselect. Now you will have a a golden ball.

New Layer. Call it Arm. Selections, Load from disk, snowmanwbirds, arm.sel.
Flood Fill with white color. Selections, Float. Effects, 3D, Cutout as below.

Deselect.

New Layer. Call it Food. Selections, Load from disk, snowmanwbirds, food.sel.
Flood Fill with color #BA8513. Deselect.

Get the bird you got in the zip. Copy and Paste it as a New Layer.
Place it above the hand.

We are now going to make some shadow inside the waistcoat.
Stand on Layer Waistcoat in your Layer Palette.
 Duplicate. Stand on Layer Waistcoat again.
Effects, 3D, Drop Shadow as below.

Now we will have to delete the shadow outside the waistcoat.
Freehand tool, Antialias checked. Feather set to 1.
Mark the part you will delete, like this.

Delete. Deselect.

Stand on layer Stick. Effects, 3D, Drop Shadow like this.

Stand on Layer Cap-part2. Effects, 3D, Drop Shadow as below.

Have a look at your picture. If you wan to change anything, do so now.
When you like what you see, Layers, Merge, Merge Visible and that was it.

Don't forget, you can feed the birds you too.
